一、荣誉设置与征集要求

（一）荣誉设置

1.优秀动画作品

遴选在艺术完成度与文化表达等方面表现突出，以及在技术应用上具有创新探索的动画电影和动画短片。

（三）征集要求

1.动画电影

(1)优秀动画电影：

2024年1月1日至2026年4月6日期间已公映，中国境内影片需获得《电影公映许可证》。

(2)特别推荐动画电影：

2024年1月1日至2026年4月6日期间已完成制作但未公映，中国境内影片需获得《电影公映许可证》。

2.动画短片

(1)优秀动画短片：

2024年1月1日至2026年4月6日期间首次公开发表的动画短片，时长不超过40分钟，创作者包括且不限于境内外动漫公司、动漫工作室等企业、动漫自由创作人等。

(2)特别推荐新生代动画短片

2024年1月1日至2026年4月6日期间首次公开发表的动画短片，作品时长不超过40分钟，创作者须为国内外高校学生。

3.动画系列片

2024年1月1日至2026年4月6日期间首播或获得《电视动画片发行许可证》、《网络剧片发行许可证》的境内动画系列片，在中国境内获准播出的引进或中外合资的动画系列片。

4.优秀创作人才

参评人员须为已申报本次“优秀动画电影”作品的核心主创人员。

5.资格要求

（1）报送作品内容须健康、积极向上，传播主流价值观以及价值导向，不得与任何中华人民共和国法律法规相抵触，不得涉及政治、宗教、色情、暴力、低俗、反动、种族歧视等不良内容。

（2）报送方须为作品版权方或获得合法授权的机构，对该作品拥有完整的著作权或合法的报送权利。

二、作品提交要求

（一）动画电影

1.作品全片：MP4格式，建议分辨率1920×1080以上，文件大小不超过5GB，须添加中英双语字幕。

2.宣传片：时长不少于30秒，MP4格式。

3.作品报名表（需签字或盖章），如申报“优秀创作人才”，需将已签字或盖章的创作人才报名表一同提交。

4.高清海报：2张（横版、竖版各1张），JPG格式。

5.剧照：3-5张，JPG格式。

7.《电影公映许可证》复印件（中国境内影片）。

（二）动画短片

1.作品全片：MP4格式，建议分辨率1920×1080以上，文件大小不超过2GB，须添加中英双语字幕。

2.作品报名表（需签字或盖章）。

3.高清海报：2张（横版、竖版各1张），JPG格式。

4.剧照：3-5张，JPG格式。

6.作品发表的相关证明文件（如播放平台截图）。

（三）动画系列片

1.3集样片：MP4格式，建议分辨率1920×1080以上，单集动画文件不超过1GB，须添加中英双语字幕。

2.宣传片：时长不少于30秒，MP4格式。

3.作品报名表（需签字或盖章）。

4.高清海报：2张（横版、竖版各1张），JPG格式。

5.剧照：3-5张，JPG格式。

7.资质证明文件：《电视动画片发行许可证》、《网络剧片发行许可证》复印件或中国境内获准播出或引进的相关证明文件。

三、提交方式

（二）作品视频类资料（影片全片、样片、宣传片等）、图片类资料（高清海报、剧照等）可通过U盘、移动硬盘邮寄，或通过百度网盘提交电子版文件。

四、评委会设置

（一）评委会成员由国内外学术机构、播出机构、发行机构、动画业界及相关行业知名专家组成。

（二）评委会将结合报送材料，最终遴选出各项结果。

（三）评委会保留空缺以及增减某类别名额的权利。

五、注意事项

（一）报送方应保证所提交材料的真实性、合法性，因作品著作权等引起的纠纷及法律责任由报送方自行承担。

（二）所有报送材料恕不退还，请自行备份。

（三）组委会有权根据实际情况调整活动安排，并及时通过官方渠道发布通知。

（四）报送方同意并授权组委会在活动期间（含宣传、媒体报道、官方平台展示等）使用作品片段、海报、剧照、文字简介及相关资料用于非商业性宣传推广。

（五）本通知最终解释权归2026重庆国际动画电影周组委会所有。

To promote the development of animation art and establish an international platform for film and cultural exchange, the 2026 Chongqing International Animation Film Week, under the guidance of China Media Group, Chongqing Municipal People’s Government is scheduled to take place from early June, 2026, in Yongchuan, Chongqing. During the Film Week, the “Golden Camellia” Honors selections will be conducted. We are now calling for outstanding animated works from around the world. Details are as follows:

I.Honor Categories and Submission Requirements

(1)Honor Categories

1.Outstanding Animated Works

Animated films and shorts that demonstrate exceptional artistic craftsmanship and cultural expression, as well as innovative exploration in technological application, will be selected.

2.Outstanding Creative Talent

Focusing on key creators who demonstrate exceptional talent and professional standards in crucial roles, aiming to inspire the core forces behind animated filmmaking.

(3)Entry Requirements:

1.Animated Film

1)Outstanding Animated Film

Films that were publicly released between January 1, 2024 and April 6, 2026. Films produced in China must have obtained a Film Public Screening Permit.

2)Special Recommendation: Animated Film

Production completed between January 1, 2024, and April 6, 2026, but not yet publicly released. Films produced in China must have obtained a Film Public Screening Permit.

2.Animated Short

1)Outstanding Animated Short:

Animated shorts first publicly released between January 1, 2024 and April 6, 2026, with a runtime not exceeding 40 minutes. Creators include, but are not limited to, animation companies, animation studios, and independent animation creators in China and abroad.

2)Special Recommendation: Emerging Animated Short

Animated shorts first publicly released between January 1, 2024 and April 6, 2026, with a runtime not exceeding 40 minutes. Creators must be students currently at higher education institutions in China or abroad.

3.Animated Series

Domestic animated series that premiered or obtained a TV Animation Distribution Permit or Web Series Distribution Permit between January 1, 2024, and April 6, 2026, as well as imported or Sino-foreign co-produced animated series approved for broadcast in China.

4.Outstanding Creative Talent

Entries must be core creative members of works submitted for the “Outstanding Animated Film” category.

5.Eligibility Requirements

1)Submitted works must contain content that is healthy, positive, and aligned with mainstream values and guiding principles. They must not contravene any laws or regulations of the People’s Republic of China, nor involve any prohibited content such as politics, religion, pornography, violence, vulgarity, reactionary propaganda, racial discrimination, or similar.

2)The submitting party must be the copyright holder of the work or an organization duly authorized to do so, holding full copyright or legitimate submission rights to the work.

II.Submission Requirements

(1)Animated Film

1.Full film: MP4 format, recommended resolution of 1920×1080 or above, file size not exceeding 5GB. Must include hard-coded bilingual Chinese and English subtitles.

2.Trailer: minimum duration of 30 seconds, MP4 format.

3.Entry Form (signed or stamped) for Animated Work; If applying for “Outstanding Creative Talent”, a signed or stamped Entry Form for Creative Talents must also be submitted.

4.High-Definition Posters: 2 versions (1 horizontal, 1 vertical), JPG format.

5.Stills: 3–5 images, JPG format.

6.Copyright Authorization Letter (signed or stamped).

7.Copy of the Film Public Screening Permit (for films produced in China).

(2)Animated Short Film

1.Full film: MP4 format, recommended resolution of 1920×1080 or above, file size not exceeding 2GB. Must include hardcoded bilingual Chinese and English subtitles.

2.Entry Form for Animated Works (signed or stamped).

3.High-Definition Posters: 2 versions (1 horizontal, 1 vertical), JPG format.

4.Stills: 3–5 images, JPG format.

5.Copyright Authorization Letter (signed or stamped).

6.Relevant proof of the work's publication (such as screenshots from streaming platforms).

(3)Animated Series

1.3 sample episodes: MP4 format; recommended resolution of 1920×1080 or above, each episode not exceeding 1GB. Must include hardcoded bilingual Chinese and English subtitles.

2.Trailer: minimum duration of 30 seconds; MP4 format.

3.Entry Form for Animated Works (signed or stamped).

7.Qualification documents: Copy of the TV Animation Distribution Permit, Web Series Distribution Permit, or other relevant supporting documents proving broadcast or distribution approval in China.

III.Submission Method

(1)Please send the electronic Entry Form for Animated Works, the signed/stamped PDF version of the form, the Copyright Authorization Letter, the Public Screening Permit, and other electronic documents to the designated email address. All original paper documents requiring a signature or stamp must be mailed together to the Organizing Committee.

(2)Video materials (full films, sample episodes, trailers, etc.) and image materials (HD posters, stills, etc.) may be submitted via USB flash drive or portable hard drive by mail, or via Baidu Netdisk as electronic files.

IV.Jury Composition

(1)The jury will consist of renowned experts from domestic and foreign academic institutions, broadcasting and distribution organizations, the animation industry, and related fields.

(2)The jury will review the submitted materials to determine the final selections.

(3)The jury reserves the right to leave any category vacant or to adjust the number of honorees in any category.

V.Important Notes

(1)The submitting party must ensure the authenticity and legality of all submitted materials. Any disputes or legal liabilities arising from copyright or related matters shall be borne solely by the submitting party.

(2)All submitted materials will not be returned. Please keep backup copies for your own records.

(3)The Organizing Committee reserves the right to adjust the event schedule as necessary and will provide timely updates through official channels.

(4)By submitting, the submitting party agrees to grant the Organizing Committee the right to use excerpts of the work, posters, stills, written synopses, and related materials for non-commercial promotional purposes during the event period (including publicity, media coverage, and official platform displays).

(5)The Organizing Committee of 2026 Chongqing International Animation Film Week shall reserve the final right of interpretation of this notice.
